It may take up to two business days for citations to appear in the online database. Please contact parking services directly if your citation is not in the system after this time.
Towson University offers the right to either an Administrative Appeal or a District Court Appeal for citations issued. Appeals must be submitted within 25 calendar days of the violation issuance date. Choosing one review process waives the right to choose the other process. Verbal appeals are not accepted.
Failure to resolve the citation within the time allotted may result in the fine being transferred to the Bursar’s Office, vehicle impoundment, referral to the State Central Collection Unit, or referral to the State Motor Vehicle Administration.
The two types of appeals are as follows:
1) Administrative- TU Written Appeal (Appeal Reviewed by the University)
You must fill out an online appeal form through eParking, OR return the citation with the information on the front completed and signed as well as the back completed with both the Review Request AND the Towson University review boxes checked to the address on the envelope.
The submitted appeal and relevant documents will be carefully reviewed by the citation administrator.
You do not have to appear before anyone.
The final appeal results will be sent to the email or mailing address provided.
If you have not received your final appeal results notification within 45 days, please contact Parking Services to check the status of your appeal.
2) *District Court Appeal (Oral Hearing with a District Court Judge)
You must fill out an online appeal form through eParking, OR return the citation with the information on the front completed and signed as well as the back completed with both the Review Request AND the District Court of MD review boxes checked to the address on the envelope.
Appeal hearings are held at the District Court building located in Towson. You will be required to appear before a judge.
The District Court will send you notification regarding the day and time of the hearing to the address provided.
The judge will make a decision at the hearing, including whether or not to assign court costs, which would be paid directly to the court following the hearing.
If you have not received a court date from Baltimore County within six weeks of your District Court Hearing request, please contact Parking Services to follow up on your request.
*Please note that citations for prohibited parking in fire lanes, in a handicapped space, or in a transfer area may only be appealed through a District Court appeal, as these are state violations.

Individuals are provided the right to inspect and if incorrect, amend information during normal business hours. The information provided is not made available for public inspection. Personal information will only be available to other administrative offices at Towson University for official business or government agencies as would be required by law.
