 Parking and Transportation Services is responsible for ensuring the safe and efficient use of the parking resources, and the safe transport of community members who utilize the campus shuttle and charter services.
Important Notice:
Effective May 23rd, Parking & Transportation Services summer office hours will be 8:00am-4:30pm until August 17th.
Fall Semester Permit Sales and Permit Refunds
- FALL SEMESTER PERMITS- Sold as Annual or Semester Permits.. Please note that when ordering your permit online, the price of your permit will only appear after you have selected your permit type and moved it to your basket. Permit Sales.
- ANNUAL PERMIT REFUNDS- If you have an Annual permit and will not be returning to TU for classes during the spring semester, you can cancel your permit for a pro-rated refund. To do so you will need to visit the Auxiliary Services Business Office located on the ground level of the University Union in person.
Spring 2012 Parking & Transportation Changes
- Vehicles parked in Visitor parking areas must display a valid Visitor permit from 6 a.m. to 8 p.m. Monday – Thursday and 6 a.m. to 3 p.m. on Fridays. No other permit types are valid in Visitor areas during enforcement hours. Those with an Evening permit who park in Visitor spaces must have a valid Visitor permit at all times during enforcement hours.
- The Tiger Shuttle that runs on Saturdays and Sundays will still operate beginning at 2 p.m. and ending at 9 p.m. However, there will not be any service provided between 6 p.m. and 7 p.m.
Fall 2011 Parking & Transportation Changes
Parking
Virtual Permit System is in effect.
Virtual permits are currently in effect for parking services. The Virtual Permit System utilizes License Plate Recognition (LPR) technology to match license plates to valid permits. It is vital that your correct license plate information is on file with Parking & Transportation Services. Be sure to check your parking account information. West Village Garage
The West Village Garage and its 1500 spaces opened at the beginning of the Fall 2011 semester. Parking in the garage is as described below:
- Level 1- Visitor parking
- Level 2- Faculty/Staff and Overflow parking
- Level 3- Overflow parking
- Levels 4-6- West Village Resident parking
Towson Center Lot 20
As construction to expand the Towson Center continues, Lot 20 has been closed. Upon completion of the Towson Center expansion, which is expected to be finished in 2013, what remains of Lot 20 will be reopened.
More details will be available at a later date.
Faculty/Staff lot restrictions standardization/expansion
Beginning with the Fall 2011 semester, restrictions for all Faculty/Staff were adjusted to either 5 or 7 p.m. Please be certain to check signage before entering the lot. Also, additional Faculty/Staff parking spaces have been included in all three core campus parking garages.
Admissions Tour spaces relocated
The Admissions Tour spaces in Lot 11 have been relocated to the West Village Garage and have been replaced with Commuter and Visitor parking.
Transportation
In an effort to better serve the campus community Parking & Transportation Services has worked with the student organizations to modify some services provided by the department. Effective August 27th, 2011, the following changes were implemented.

There are two on-demand shuttles that depart campus at 10:15 p.m. Monday – Friday. One shuttle combines the Kenilworth and Timonium routes, while the other combines the Rodgers Forge and Goucher routes. These shuttles do not run fixed routes but rather take the most expeditious route to reach the stops requested by those riding this last shuttle. Simply tell the driver which stop you need to go to when you board the shuttle. Please note that only established stops will be serviced and that a valid TU ID is required to ride these shuttles.
After 10 p.m. shuttle departure times and locations are as follows:
Kenilworth/Timonium
- 10:05 p.m.- Lot 11 bus shelter
- 10:15 p.m.- Towsontown Garage bus shelter
Rodgers Forge/Goucher
- 10:10 p.m.- College of Liberal Arts bus shelter
- 10:15 p.m.- College of Fine Arts bus shelter
- Gold Route- The Gold Route will no longer service the Osler Dr. shuttle stop. All day service will be provided to West Village with stops at the West Village Commons and in between Towson Run and the West Village Garage.
- Black Route (NEW) - The Black route will service the Core Campus, West Village, and University Village in 20 minute loops. The Black route will not service the Towson Center area.
- Rodgers Forge Route (EXPANDED) - The Rodgers Forge route has been modified to provide service to Walker Manor and Drumcastle Apts. The Rodgers Forge route will not service the Towson Center area.
- Tiger Shuttle (EXPANDED) - The Tiger Shuttle will now begin its weekend only operations at 2 p.m and will continue to operate until 9 p.m.
- County Garage Route has been discontinued, therefore there will no longer be any direct connection to the Rabbittransit shuttle. To access a connection to Rabbittransit please utilize the Timonium Park-n-Ride shuttle stop on the Timonium/Cockeysville route.

Bike Racks on all Shuttle Routes (NEW)- Beginning with the Fall 2011 semester, all TU shuttles operating on fixed on and off campus routes will be equipped with bike racks. If you don’t live at an off campus shuttle stop, you can still go green. Ride your bike to the closest stop and utilize one of our bike rack-equipped shuttles to get to campus.
Detailed Parking Information For Specific Campus Groups
Parking on Campus
Vehicles parked on campus must display a valid permit or be parked at a paid meter from 6 a.m. to 8 p.m. Monday through Thursday, and 6 a.m. to 3 p.m. Friday. Reserved spaces and restricted lots are enforced at all times.
Parking in nearby Commercial & Residential areas
Students and faculty/staff members are cautioned not to park their vehicles in nearby commercial parking lots or residential communities while on campus. Many of these parking lots and communities have instituted parking programs that restricts parking to patrons or residents during specific times. Violators are subject to significant fines and towing.
Minimester/Spring Semester Permit Sales
The annual permit may be purchased at a prorated cost for use during the minimester and the spring semester. Permits may be purchased online 24 hours a day.

Faculty/Staff Parking Modification
Faculty/staff parking has been expanded to include Lot 11a outside of the Union Garage and additional spaces are located in the Towsontown garage second level.
Campus Shuttle Service
The on-campus shuttle service, including para transit services, is available from6:00 a.m. to 2:00 a.m. Monday through Friday and 2 p.m. to 2 a.m. Saturday and Sunday. Safe Ride is available outside of posted hours for scheduled routes.
Escort Services
Campus Police provide escort services from sunset to sunrise. Please call 410-704-7233 (SAFE) to request service or obtain additional information.
Campus Construction Updates
Over the next 3 to 5 years, the campus will undergo numerous construction projects that will affect many aspects of campus life. Information regarding campus projects can be found on the facilities Web site.
Use of Scooters on Campus
Due to the heavy increase of two-wheel motorized vehicle such as scooters and mopeds on campus, Parking Services would like to remind the TU community of the two-wheel motorized vehicle policies:
- Two wheel motorized vehicles that don't require a license plate must be reigstered with Parking and Transportation Services and will receive a free permit from the Auxiliary Services Business Office.
- Motorized vehicles, with or without a license plate, must be in authorized parking locations, not in regular four-wheel vehicle spaces. Specifically designated motorcycle/scooter parking is available in all garages, and in Lot 21 at the Towson Center. Parking in Lot 19 for motorcycle/scooters will be added over the summer.
- Most motorcyle/scooter areas include equipment for securing these vehicles.
- Maryland State Vehcile Law 21-1103 prohibits two wheel morotized vehicles from being driven on sidewalks. Effective immediately, opeators are subject to citations for driving on sidewalks.
- These vehicles cannot be stored at bike racks, around building, or in buildings.
- Effective fall 2012, failure to comply with these regulations can/may result in the impoundemtn of two wheel motorized vehicles. A release fee will be required for any impounded two wheel motorized vehicle on campus.
