It may take up to two business days for citations to appear in the database. Please contact parking services directly if your citation is not in the system after this time.
Towson University offers the right to either an administrative appeal or court hearing for citations regarding failure to comply with current regulations. Requests for an administrative appeal or a district court hearing must be submitted within 25 calendar days of the violation. Choosing one review process waives the right to choose the other process.
Please note that citations for prohibited parking, fire lanes, or parking in a handicapped space or transfer area may only be appealed through a District Court hearing as it is a state violation.
If an individual possesses a valid parking permit but received a citation for no valid permit or failure to display the permit, an administrative appeal may result in the citation being downgraded.
Failure to resolve the citation within the time allotted may result in the fine being transferred to the Bursar’s Office, vehicle impoundment, referral to the State Central Collection Unit, or referral to the State Motor Vehicle Administration.
Administrative Appeal (written appeal reviewed by the university)
The appeal will be reviewed by the citation administrator.
Notification will be sent to the email or mailing address provided.
If you have not received notification within 45 days, please contact parking services to check the status of your appeal.
District Court Appeal (oral hearing with a District Court judge)
Fill out an online appeal form and submit it through the web, or return the ticket with the information on the front completed and the District Court hearing box checked to the address on the envelope.
If you have not received a court date from Baltimore County within six weeks of your District Court Hearing request, please contact parking services to follow up on your request.
The District Court will send notification regarding the day and time of the hearing to the address provided.
Hearings are held at the District Court building located in Towson.
The judge will make a decision at the hearing, including whether or not to assign court cost which would be payable directly to the court following the hearing.

The purpose of collecting information on the appeals is to enable parking services to effectively consider your appeal request in a fair and consistent manner. Refusal to provide information in the format requested will result in denial of your appeal.
Individuals are provided the right to inspect and if incorrect, amend information during normal business hours. The information provided is not made available for public inspection. Personal information will only be available to other administrative offices at Towson University for official business or government agencies as would be required by law.
