Individuals operating a vehicle registered outside of Maryland must apply for a non-resident permit through the MVA no matter whose name is on the vehicle. This applies to all individuals with out-of-state vehicles who will be living in the state of Maryland for longer than 30 days. Please note that this is not a permit for campus parking and fees must be paid to the MVA. Applications for non-resident permits are available at the MVA or in the Auxiliary Services business office at a cost of $27. Please bring a photocopy of your driver’s license, vehicle registration and Towson University ID when purchasing the permit.
