Vice-Chair, Western Maryland Delegation since 2008. Member of the Maryland Advisory Commission on Manufacturing Competitiveness since 2003. Member of Governor's Workforce Investment Board since 2004. Member of Task Force to Study How to Improve Financial Literacy in the State since 2008.
Born in Baltimore, Maryland, December 4, 1959. Woodlawn Senior High, 1977. Towson State University, B.S., Business Administration and Accounting, 1981. Graduate studies at University of Baltimore. Accountant/Financial Consultant. Married; 3 children. President of Carroll County Board of Education in 2001-02 (member, 1999-2002).
Delegate Kreb's expectations for the 2009 Legislative Session: "With tough economic times upon us, our top priority this Session is passage of a realistic budget, with prudent reductions that will not impact our core priorities of public safety, education and transportation. We also must take bold steps to reduce our tax burden, both to energize spending by consumers and businesses and to preserve jobs. "

Towson University 2010
TU is leading the state's colleges and universities in RecycleMania, a 10-week recycling and waste minimization competition involving more than 500 U.S. campuses. With more than 43,000 pounds of material recycled last week, TU pulled nearly 10 percentage points ahead of University of Maryland, College Park, Frostburg and UMBC in the race for RecycleMania's Grand Champion prize.
Much of TU's success in the competition can be attributed to the 2008-09 academic year launch of the RecycAll single-stream recycling program which will add more than 2,800 recycling containers throughout campus. The single stream approach to recycling enables nearly all recyclables to be thrown into any campus recycling bin, eliminating the need for material separation and enabling the full utilization of recycling resources at Towson.

Legislative Bills
SB402 Maryland Higher Education Commission - Review of Duplicative Academic Programs was heard in the Senate Education, Health and Environment Affairs Committee on Wednesday, February 25, 2009. This is the fourth year the bill has been introduced to the General Assembly. It is anticipated the bill will go to the Senate floor for a vote in the coming weeks.
SB402 has 2 key components:
- Retroactive provision targeted at the Towson University/University of Baltimore MBA program. If passed, the bill states MHEC would have to re-review its decision in 2005 to grant the joint degree program...an unprecedented act.
- Another provision in the bill would allow institutions of higher education to seek judicial review for program approval decisions that were approved or implemented after July 1, 2007. This provision greatly reduces the authority of the Maryland Higher Education Commission (MHEC) and would subject program approval decisions to judges rather than the experts in higher education costing our institutions and the State countless time and money in legal fees.
It is time to have your voice heard. Towson and UB received approval for the joint MBA program in 2005 by following all of the required steps in the program approval process. However, this legislation is reintroduced annually, to retroactively undo decisions already put in place by MHEC. For the good of the institutions, the students, and the Maryland Higher Education Commission, it is time to move forward toward more pressing issues facing higher education in our state.
