Delegate B. Daniel Riley

Democrat, District 34A, Cecil and Harford Counties. First elected to the House of Delegates 1998. Member of the House of Delegates, 1999-2003. Re-elected to the House of Delegates in 2006. Member of the House since 2007. Member, Health and Government Operations Committee (Health Facilities and Occupations Subcommittee, Insurance Subcommittee). Joint Committee on Base Realignment and Closure.

Born in London, England, February 16, 1946. Towson State University, B.S., Education, 1978; M.A., Education, 1984. Harford County social studies teacher, 1978-2006; summer crew chief coordinator, Maryland Conservation Corps, 1983-1993. Married, 1 child.

Towson University 2010

Helping Up Mission
Two of the Baltimore area's institutions, Towson University and the Helping Up Mission, have partnered to provide critical health-care services to one of Baltimore City's most vulnerable populations, thanks to a grant from the CDC - Centers for Disease Control and Prevention. Last fall eight seniors from TU's Community Health Nursing course screened the mission's 170 residents for tuberculosis, a disease to which the urban homeless - with their high incidence of IV drug use, HIV and incarceration - are particularly susceptible.

The 119-year-old Helping Up Mission is a non-denominational, faith-based organization providing counseling, medical and legal services, vocational training and job placement in addition to an overnight shelter and the area's largest long-term residential addiction recovery program. Its work is supported by individuals, churches, businesses and foundations.

 

 


Legislative Bills

Budget Update:

The State Operating Budget passed the House last week. By statute the budget must pass both chambers by April 6th. The Senate Budget and Tax Committee made its final decisions on the State's budget on Friday and the full Senate will begin debate this week.


Specific information as it pertains to USM:

House cut $5.6M for under attainment from the HEIF Senate concurred.
House cut $3.7M in general funds. Senate rejected this cut.
House cut $1M for Efficiency and Effectiveness. Senate rejected this cut.
House cut $500K from USM Hagerstown. Senate rejected this cut.
House cut $10M from the fund balance. Senate reduced the amount, cutting $4M from the fund balance.


Understanding Maryland's profound fiscal challenges, USM will continue to work with House and Senate decision makers to craft a budget that supports key initiatives of both Governor O'Malley and the General Assembly. Once the Senate passes the budget with their amendments, a conference committee will be appointed to work out the differences.

  • SB 230 Uniform Prudent Management of Institutional Funds Act. Hearing 4/1/09 in Judiciary Committee at 1:00 p.m.
  • SB373/  HB1152 Higher Education - Maryland National Guard Members - Nonresident Tuition Exemption. Hearing 4/1 in Appropriations at 1:00 p.m.
