Conceptual Framework 2006

Development of Initial Version of Conceptual Framework:
1995-1997,
A Chronology

The preparation for the Maryland State Department of Education Program Approval Visit for the Towson University Teacher Education Unit began on August 1, 1995 with the initial meeting of the Steering Committee for the Maryland State Department of Education Program Approval Visit. The Steering Committee began as a nine member, university wide committee, including:

Dr. Thomas Proffitt, Assistant Dean (Chair)
Dr. Evelyn Dailey, Reading, Special Education and Instructional Technology
Dr. Ocie Watson-Thompson, Early Childhood Education
Dr. Deitra Wengert, Health Education (Teacher Education Executive Board Representative).
Two additional members joined the Steering Committee in January 1996:
Dr. Roxanna DellaVecchia, Elementary Education
Dr. James Lawlor, Secondary Education.

The Steering Committee members served as the Teacher Education Executive Board (TEEB)/departmental liaisons, ensuring the flow of information to and from departments and across the teacher education unit.

At the August 1 meeting, Dr. Virginia Pilato and Maryland State Department of Education staff presented to the Steering Committee a thorough orientation to the MSDE program approval process. Throughout 1995-1996, Dr. Mona Wineburg, Towson University’s Maryland State Department of Education liaison, was consistently apprised of our preparation and provided immeasurable guidance and support. Since the initial meeting, the preparatory effort of reflection and self-study has emphasized a unit wide approach, as reflected by the chronology listed below (agenda, minutes of meetings and retreats may be found in Appendix A).

August 1, 1995 - Initial meeting of Steering Committee of the Teacher Education Unit (Orientation by MSDE Staff; initial discussions regarding development of a conceptual framework).

August 24, 1995 - Steering Committee Meeting (Conceptual Framework; common core syllabi; common vita format; timeline; planning for retreat).

August 29, 1995 – TEEB/College of Education Retreat - MSDE Program Approval Process (overview of process/product; discussion and input reference Conceptual Framework; Essential Dimensions of Teaching; timeline).

September 19, 1995 - Teacher Education Executive Board Meeting (MSDE Program Approval Process; Conceptual Framework).

September 22, 1995 - Steering Committee meeting (Conceptual Framework)

October 10, 1995 - Teacher Education Executive Board Meeting (review of programs; planning for TEEB Retreat; Conceptual Framework).

October 13, 1995 - Visit/Observation of Loyola College’s MSDE Program Approval Visit (ten faculty from the Teacher Education Unit participated).

October 30, 1995 - College of Education Faculty Meeting (status report; review of visit to Loyola College’s MSDE Visit; Conceptual Framework).

November 10, 1995 - Steering Committee Meeting (TEEB Retreat; Conceptual Framework; common vita format; core syllabus format; content specific program portfolio)

November 14, 1995 - TEEB Retreat (Program Approval process/product; Conceptual Framework).

December 8, 1995 - Steering Committee Meeting (review of TEEB Retreat; common vita; content specific program portfolios; universal matrices; common syllabus format).

January 11, 1996 - Steering Committee Meeting (common vita format; planning for retreat, Conceptual Framework; collection of artifacts).

January 24, 1996 - COE Retreat (unit overview report; common vita; content specific program portfolio; universal matrices; Conceptual Framework; excellence, creative edge, dilemmas).

February 13, 1996 - Teacher Education Executive Board Meeting (Conceptual Framework; Unit overview report; content-specific program portfolio; common vita; excellence, creative edge, dilemma).

February 21, 1996 - Steering Committee Meeting (content specific program portfolios; vita format; common core syllabus; faculty work samples; relationships with school systems; excellence, creative edge, dilemmas; Conceptual Framework).

March 12, 1996 - Teacher Education Executive Board (approval of Conceptual Framework; content-specific program portfolios; vita; excellence, creative edge, dilemmas).

March 13, 1996 - Steering Committee Meeting (excellence, creative edge, dilemmas; relationships with local school systems; adoption of Conceptual Framework).

April 11, 1996 - Steering Committee Meeting (excellence, creative edge, dilemmas; relationships with school systems; common core syllabus; ongoing departmental activities for visit).

May 10, 1996 - Steering Committee Meeting (relationships with school systems; excellence, creative edge, dilemmas; 1996-97 ongoing preparation).

July 11, 1996 - Subcommittee of Steering Committee meeting (organization of student and faculty work samples).

August 1, 1996 - Subcommittee of Steering meeting (planning for August 28 retreat).

August 28, 1996 – TEEB/College of Education Retreat – all unit-wide teacher educators invited (Redesign of Teacher Education; Program Approval status; student and faculty work samples).

Throughout 1995-1996, the TEEB, individual departments, and individual undergraduate and graduate programs were also diligently engaged in the preparation for the MSDE Program Approval process (self study, preparing content specific program portfolios, providing feedback to the Steering Committee, etc.).
