Organizational Change (C.A.S.) (Administrator I)

In an effort to assist the teachers and school systems in the Northeastern area of Maryland, Towson University offers the Certificate of Advanced Study (C.A.S.) in Organizational Change.  This 30-credit hour interdisciplinary program is designed for students wishing to continue their education at the post-master's level and is MSDE-approved for those who seek Administrator I certification and did not complete an MSDE-approved master program for Administrator I.  This program allows those education professionals currently certified or licensed, and working in schools or school systems, to be eligible to receive Administrator I certification for Assistant Principal or Supervisor.

Certification for Administrator II requires the passing of the SLLA exam in addition to the requirements for Administrator I.  For program information, including admission and graduation requirements, visit the following link:

The classes are held at the Higher Education and Conference Center (HECC) at HEAT in Aberdeen, Maryland.

 

Executive Format

Courses are offered in an accellerated "executive" format.  Three courses are offered each semester; each running approximately 8 weeks with classes running every other Wednesday (evening) and Saturday (day).  Candidates take one course at a time finishing one before the next one begins. A typical semester could look like the following example of a fall semester sequence:

Application Information

If you are enrolling in this program and have not attended the Towson University Graduate School for the last three years, you must complete a Graduate School application and send any additional materials required by the specific program to the Towson University Graduate School.

 

Registration

Upon acceptance into the graduate school and department program, all candidates register for each course online.  Typically the ILPD course section at HECC@HEAT is 590 so if you were enrolling in School Law, you would register for ILPD 603.590.

Tuition and Reimbursement

Upon registration for class, you will receive an e-bill from the University's Bursar’s Office for full tuition and fees.  The bill is not delivered by postal service.  The University fees for the HEAT location are assessed at a reduced rate based on its distance from the main campus.  This bill must be paid by the due date.  Unpaid bills will be assessed late fees and after 90 days will be sent to a collection agency. 

Each school system has a different reimbursement policy or procedure based on negotiated agreements with its unions.  You may seek reimbursement directly from your school system upon completion of each course in the program.  Please note the following:

  • Your school system will not pay for your tuition if you receive a grade that does not meet your school system’s reimbursement requirements, if you receive a grade of I (incomplete), or if you receive grade of FX.  Instead, you will be solely responsible for the tuition and fees.

  • Your school system will not pay your tuition if you exceed their reimbursable credit limit. If you exceed your school system’s reimbursable credit limit, you are solely responsible for the tuition and fees

  • Tuition and fees are subject to increase.

If you are taking courses for certification purposes, check with your local school system or Maryland State Department of Education certification personnel to ensure that you are registering for the course you need.

 

Grades and Transcripts

If you need a copy of your grades, you can receive them through Towson Online Services. You can get information about requesting official transcripts from the Registrar's Office.
