MCPS - The Universities at Shady Grove
Organizational Change (C.A.S.) (Administrator I)
Through its partnership with the Montgomery County Public Schools, Towson University offers the Certificate of Advanced Study (CAS) in Organizational Change. This 18-credit hour program is designed for students wishing to continue their education at the post-master's level and is MSDE-approved for those who seek Administrator I certification and did not complete an MSDE-approved master program for Administrator I. This program allows those education professionals currently certified or licensed, and working in schools or school systems, to be eligible to receive Administrator I certification for Assistant Principal or Supervisor. The classes are held at the Universities at Shady Grove (USG) near Rockville, MD.
Certification for Administrator II requires the passing of the SLLA exam in addition to the requirements for Administrator I.
Admission Requirements
- Student must be enrolled in the specified program which includes the completion of the graduate school application and immunization form.
- Completion of master’s degree in human resource development, education, administration or related field from a regionally accredited institution with a minimum graduate GPA of 3.1.
- Official transcripts from all undergraduate and graduate institutions are to be submitted.
- Two letters of recommendation are required. One letter must be from a school administrator. Recommendation forms are available from the program coordinator.
- A one-page personal statement or letter of intention is required. This statement should indicate why the applicant is interested in pursuing post- masters program for Administrator 1 Track. The letter of application should address commitment to the profession, caring for success of students and collaboration with the community.
- This statement should be typed, double spaced and include the applicant’s name.
Application Information
Registration
Upon acceptance into the graduate school and department program, all candidates register for each course online. Typically the MCPS course section at the USG is 651 so if you were enrolling in School Law, you would register for ILPD 603.651.

Tuition and Reimbursement
Montgomery County Public Schools typically reimburses for 9 credits per year (September through August). However, through special arrangements between the school system and the University, MCPS will cover the tuition cost of all courses in the program. When you register for a course in the CAS program, you will receive a bill from the Bursar’s Office for a non-refundable, non-reimbursable closed contract processing fee and the USG fee. The school system is then billed for the remainder of the tuition for that course. For the capstone Internship (ILPD 797) all candidates in the program will be billed directly for the tuition and may seek reimbursement from the school system upon successful completion based on the system's reimbursement guidelines.
It is important that all invoices distributed to a student be paid by the due date. Unpaid bills will be assessed late fees and after 90 days will be sent to a collection agency.
Please note these important pieces of information:

Your school system will not pay for your tuition if you receive a grade that does not meet your school system’s reimbursement requirements, if you receive a grade of I (incomplete), or if you receive grade of FX. Instead, you will be responsible for the non-refundable, non-reimbursable closed contract fee and tuition.

Your school system will not pay your tuition if you exceed their reimbursable credit limit. If you exceed your school system’s reimbursable credit limit, you are responsible for the closed contract fee and reduced tuition. (See the paragraph above for special information regarding this specific program.)

If your school or school system does not have a partnership agreement with Towson University, your tuition will not be paid by your school system, and you are responsible for the closed contract fee and tuition.

Tuition and closed contract fees are subject to increase.
If you are taking courses for certification purposes, check with your local school system or Maryland State Department of Education certification personnel to ensure that you are registering for the course you need.
Grades and Transcripts
If you need a copy of your grades, you can receive them through Towson Online Services. You can get information about requesting official transcripts from the Registrar's Office.
