ELECTION PROCEEDURES

ELECTIONS of the JESS and MILDRED FISHER
COLLEGE of SCIENCE and MATHEMATICS
PRINCIPLES and PROCEDURES

(Passed by the FCSM Council on November 12, 1999.)

  1. PURPOSE
  2. This document applies to the election of
    1. members of the College P&T Committee,
    2. at-large delegates to the College Council,
    3. College representative(s) to the
      1. University P&T Committee
      2. University Senate;
      and to
    4. any special balloting that may be required from time to time
              (e.g., changing the College constitution or name).

      This will be reviewed by the FCSM Council at least every two years.

  3. THE ELECTORATE
  4. For the elections of offices dealing directly with promotions and tenure, the electorate shall be all full-time tenured and tenure-track faculty.  For all other elections, the electorate shall be all full-time tenured and tenure-track faculty members and other full-time faculty.

  5. THE FCSM ELECTION COMMITTEE (FCSMEC)
    1. The FCSM Election Committee will consist of three members and one alternate.  The alternate must have experience with FCSM elections.  All four must be tenured or on tenure track, to be appointed by the Chair of the College Council.  The three members must be from three different departments.
    2. Members shall serve 3-year staggered terms.
    3. The Chairperson of FCSMEC will be the member with the longest tenure on the committee unless the members unanimously agree otherwise.

  6. RESPONSIBILITIES
    1. The FCSMEC shall be responsible for seeing that the rules of eligibility for election to the University and College P&T Committees, as defined respectively in the Faculty Handbook and in the FCSM Constitution and Bylaws are met.  However, the FCSMEC is not the final interpreter and arbiter; those duties belong to the University P&T Committee and the College Council.
    2. The FCSMEC, in cooperation with the Office of the Dean of FCSM, shall keep a current record of the full-time faculty in the College, with rank and tenure status including (de facto tenure) at the time elected service would begin.
    3. The FCSMEC is responsible for conducting elections according to the following procedures.

  8. The following must be followed for each valid regular and run-off election as well as for nominations.  If creditable evidence is presented that the procedures were not followed, the College Council will investigate.  The normal election process shall consist of two phases:
    1. the nomination phase;
    2. the election phase.

    A.  NOMINATION PHASE
    1. A nomination “packet” shall include:
      1. an announcement of the vacant position(s);
      2. the reason(s) for the vacancy;
      3. a list of any incumbent(s);
      4. a list of any continuing members(s);
      5. the requirements for ligibility for each open position
        (If there is an election for any member(s) of the FCSM P&T Committee, a statement should be included that anyone expecting to be recommended for a promotion during the three-year term of office should not allow him/herself to be nominated for FCSM P&T)
      6. the current roster of those in various departments from which any candidate is sought.
      7. nomination ballots.
    2. Ballots shall be prepared and collected according to the procedures in Section C, below.
    3. The ballots shall allow a member of the electorate to nominate up to two people for each open position.
    4. For each open position, all receiving the two highest number of nominations will stand for election.  Thus, after nomination ballots have been counted, the FCSMEC must contact each nominee to verify any nominee’s willingness to serve.  Should some nominee(s) be unable to stand for election, the committee will proceed through the list of nominees in (descending) order until those willing and having the two highest number of nominations are determined.

    B.  ELECTION PHASE
    1. Ballots shall be prepared and collected according to the balloting procedures in Section C, below.
    2. The ballots shall allow a member of the electorate to cast only one vote for each open position.

    C.  BALLOTING PROCEDURES
    1. The Dean’s Office will provide the FCSMEC with paper with College letterhead to serve as ballots and two sets of envelopes.  The business-sized set, clearly marked with the names and department addresses of those in the electorate, will serve as the vehicle for the ballot packets.  The other, letter-sized set will serve as the return envelope for the ballot and will be pre-printed with the words, “FCSM Elections.”
    2. Each packet will include one ballot, complete directions for that phase of of elections (see A. and B., above), and one return envelope.
    3. The ballots will contain necessary and sufficient instructions for that election phase, including due date and time.  They shall also include the names, e-mail addresses and telephone numbers of the members of the FCSMEC so they can be easily contacted by any member of the electorate.
    4. The Dean’s Administrative Assistant shall oversee the preparation of the packets as well as the sign-out list for each department (or appropriate segment of the electorate.)
    5. The packets will be hand-delivered to the departments by the Dean’s Office.  The departmental Administrative Assistants shall keep the sign-out list and have the electorate pick up from them the packets as quickly as possible.
    6. The Chairperson of the College Council shall send an e-mail to the electorate informing it of the arrival of the packets and encouraging members to vote.
    7. Voting faculty members will seal their ballots in the return envelopes provided, and deliver them to the departmental mail bags.
    8. The Dean’s Executive Administrative Assistant will have made arrangements with the University Post Office to provide a box in their office to receive the returned FCSM ballots and hold them until the FCSMEC picks them up.
    9. Within three working days after the ballots are due, all three members of the FCSMEC together will go to the University Post Office, pick up the ballots, and immediately count them and tally the results.
    10. For the nomination phase, the FCSMEC will then follow the procedures as specified in Section A. 4., above.  For the election phase, the FCSMEC immediately communicates the result(s) the the Chair of the Council and the Dean.
