Dr. Cates teaches courses in the U.S. Supreme Court, judicial process, law and society, and American National Government. She received her Ph.D. from the University of Maryland College Park. Prior to coming to Towson University in 1993, she served as a policy analyst at the U.S. Advisory Commission on Intergovernmental Relations for many years. Dr. Cates has published many articles and two books on the relationship between the U.S. judicial system and the American civil society. Her recent books are Law and the Web of Sociey and Judicial Entrepreneurship: The Role of the Judge in the Marketplace of Ideas, both co-authored with Dr. Wayne McIntosh. Dr. Cates received the University System of Maryland Regents Award for Excellence in Collaborative Teaching in 2003. She will develop and share the teaching of IHSM 643 Homeland Security and Constitutional Rights with Dr. Jack Fruchtman.
