Biography

Thomas A. Earp, Jr., GISP, Project Manager, joined CGIS in 2004 as on-site GIS Coordinator for Maryland Department of Business and Economic Development. Besides project management, his core competencies include geodatabase design, data conversion, GIS training, and data manipulation and analysis, among others. His recent projects include the data development component of the Maryland Broadband Mapping Initiative; development of an enterprise GIS system, dashboards, and viewers for Maryland State Department of Education to enable visualization of complex datasets; and development of a Cloud-based open-source mapping application and mobile app focused on watershed best management practices for University of Maryland Sea Grant Extension. He has also managed Coastal Zone Management projects for the Maryland Department of Natural Resources, development of a GIS viewer for the Maryland Energy Administration to depict smart energy programs across the state, and the multi-phase Maryland Highway Safety Office Maryland Safety and Crash Analysis Network (MSCAN) project. He manages and directs CGIS staff assigned to client sites, and he teaches Introduction to Geographic Information Systems at the Community College of Baltimore County, Catonsville Campus. Mr. Earp earned his BS in Geography at University of Maryland, College Park.
