Hate/Bias Reporting Instructions

A bias incident is an act of discrimination, harassment, intimidation, violence, or criminal offense committed against any person, group, or property that appears to be intentional and motivated by prejudice or bias.  Such acts are usually associated with negative feelings and beliefs with respect to others’ race, ethnicity, religion, sexual orientation, color, age, national origin, sex, disability, or gender identity. The University requires that a hate/bias incident or crime be reported, investigated, and referred for any appropriate criminal and/or administrative sanctions.

If you believe you have been a target of prejudice or discrimination, or have witnessed a hate/bias incident or crime in the Towson University community, please take a few minutes to tell us what happened by completing a Hate/Bias Incident Reporting Form (PDF). The form can be completed on-line and submitted by e-mail to the Office of Diversity and Equal Opportunity by clicking the Submit by E-mail button.  It can also be sent by mail to the Office of Diversity and Equal Opportunity or to the Center for Student Diversity, Towson University, 8000 York Road, Towson, MD 21252.


Please note that completing an incident report form does not constitute filing a formal complaint.  

To file a formal complaint, contact the Office of Fair Practices, Office of Diversity and Equal Opportunity, Center for Student Diversity, or the University Police, as appropriate.  In some cases, however, the university may use the information you provided in this incident report to establish a formal charge.
