Meet Our Team

Towson University’s Division of Economic and Community Outreach (DECO) is a self support entity with over 140 highly-skilled professionals. Below you can learn more about a few members of our dynamic team!


Dyan Brasington

As Vice President for the Division of Economic and Community Outreach and a Certified Economic Developer, Dyan works with the private sector and government organizations to expand partnerships and projects that serve the needs of our Metropolitan community.

Daraius Irani

As Associate VP for DECO and Director of RESI Applied Economics and Human Services, Daraius leads a team of economists on a wide variety of research and analysis projects and is very involved in regional economic development initiatives that impact our Metropolitan Community.

Mike O'Leary

As the Program Director for the Masters of Science in Applied Information Technology and Senior Faculty Liaison with the Center for Applied IT (CAIT), Dr. O’Leary collaborates with TU faculty members on research projects, and works to expand the offerings of the center to meet the workforce needs of our region. Dr. O’Leary is also a faculty member in the Mathematics and Computer and Information Sciences departments and his current research focuses on geographic profiling and applied mathematics.

Clay Hickson

As Director of TowsonGlobal, Clay works with early-stage companies that are members of the international incubator providing them with resources and support for growingtheir business. TowsonGlobal is a partnership between Towson Universityand Baltimore County.

Mark Helmken

As Director of the Center for GIS, Mark oversees a team of GIS application developers, project managers, and technical specialists that are focused on utilizing GIS technology to provide efficient and cost-effective solutions for their clients in business and government.

Jackie Gratz

As Director of the Osher Lifelong Learning Institute, Jackie and her team offer age 50 and older adults opportunities for continued learning. Programs and activities for social and cultural enrichment provide additional learning opportunities.

Cynthia Knight

As the Policy and Operations Manager for DECO, Cynthia Knight serves as the key liaison between DECO staff members and the Office of Human Resources.  Cynthia serves as an advocate for our employees and ensures our Human Resources policies and procedures are in line with the University, University of System of Maryland, and State of Maryland’s policies.  Additionally, Cynthia supports the Vice President by overseeing the DECO intranet, managing divisional reports, and tracking our strategic plan.

Michael Bentivegna

As the Associate Director for IT Services for the Center for GIS, Michael oversees the technical staff within CGIS and focuses on implementing the latest GIS technologies for clients and partners.  Michael has been a vital member of the CGIS team for over ten years.

Fred Schroeder

As Associate Director of the Division of Economic and Community Outreach Information Systems Solutions’ Business Analysis & Project Management Unit, Fred Schroder manages both the business analysis and the project manager.  Fred is a leader in process development for ISS and DECO.  He works closely with DECO staff and our clients, providing knowledge and leadership.

Erin Neuslein

As Director of Administration and Finance for the Division of Economic and Community Outreach, Erin Neuslein manages grants, contracts, finances, and staff. Erin has served DECO in numerous positions, most recently as the Associate Director for the Regional Economic Studies Institute (RESI).

As Director of the Division of Economic and Community Outreach Center for Professional Studies, Jeff Beeson is responsible for managing a dynamic team dedicated to meeting the diverse educational and consultation needs of clients regardless of their location.
