LTC (Ret.) Robert (Bob) Price is the Director of the Center for Homeland Security (CHS) for Towson University.

Colonel Price, a 22-year veteran of the U.S. Army, was chosen in late 2006 to lead the Center of Homeland Security. Price has extensive experience in homeland security and homeland defense. In 2002 LTC (Ret.) Price served as the Deputy Director of Operations, Plans, and Training for the Interagency Directorate of both the North American Aerospace Defense (NORAD) Command and the U.S. Northern Command (USNORTHCOM). He served as a subject matter expert in the National Response Plan, Department of Defense Support to Civil Authorities (DSCA), Military Assistance to Civilian Authorities (MACA), Military Support to Civil Authorities (MSCA) and Chemical, Biological, Radiological, Nuclear, High Explosives (CBRNE) plans and Requests for Assistance.

In his capacity as Deputy Director, Price, led the Interagency Crisis Action Team that provided invaluable information sharing capability and expertise from the Department of Defense to other federal, state, local departments and agencies during numerous Presidential Emergency Declarations, including the 2003 Shuttle Columbia disaster, Hurricanes including Hurricanes Lili, Isadore, and Isabel, and the first Department of Homeland Security simulation exercises (TOPOFFs I and II).

He is a 1993 graduate of the United States John F. Kennedy Special Warfare Center and School Civil Affairs and Psychological Operations Program, a 2002 graduate of the Department of Defense Emergency Preparedness Course, a 2003 graduate of the National Defense University Joint Forces Staff College Homeland Security Planner’s Course, and holds a Top Secret – Special Compartmentalized Information (TS-SCI) clearance.

Price most recently served as program manager in the planning, prioritization and funding of the multi-billion dollar Base Re-alignment and Closure (BRAC) process for the Army.

Colonel Price earned his undergraduate degree from the University of Virginia and masters degrees from both Troy State University (International Relations) and Colorado Technical University (Information Technology Management).  He holds certificates in Project Management, Data Base Management, Networking and Telecommunications, and System Analysis and Integration.

CHS is one of the core directorates in Towson University’s Division of Economic and Community Outreach (DECO). In 2002 Towson University was designated by the National Security Agency as a National Center of Academic Excellence in Information Security and Assurance Education. In 2004 Towson University was also recognized as a Center of Academic Excellence by the Department of Homeland Security.
