POLICIES AFFECTING STUDENTS

University Policy on Distribution and Solicitation

Towson University encourages the free and open exchange of ideas within the campus community. This applies to persons, groups and organizations that wish to promote their views either verbally or in writing.

In order to provide for equity and consistency in the distribution of printed materials, the verbal presentation of ideas, and solicitation for the purpose of selling products or services, the university retains the right to determine the time, place and manner of such activities.

  1. Distribution of Literature
    Printed materials may be distributed on the first- and second-floor patios of the University Union, the sidewalk adjacent to Lot 21 near the rear (west) entrance to the Towson Center, and the sidewalk across from the Lot 13 (north) entrance of Johnny Unitas® Stadium.
    The University Union patios are scheduled through the facility reservationist in Event and Conference Services (Suite 212, University Union), and space at the Towson Center and Johnny Unitas® Stadium is reserved through the facilities manager, Towson Center (Room 201, Towson Center). Reservations for all locations generally must be made at least 24 hours in advance. Depending upon circumstances, however, this requirement may be waived to allow for spontaneous use of these areas.
  2. Verbal Presentations
    Speeches and other verbal presentations may be made on the University Union patios or at the Hawkins Hall Speaker's Circle in the academic area. In order to minimize interference with classes and other normal business of the university, no other locations on the campus are to be used for this purpose. The University Union patios must be reserved through the facility reservationist (Suite 212, University Union). The following rules apply to the use of the Speaker's Circle near Hawkins Hall:
    1. The facility reservationist in Event and Conference Services (Suite 212, University Union) will schedule the
      Speaker's Circle in increments of one-half hour per individual/group between 10 a.m. and 2 p.m.
    2. Because classes normally are in session during that time period, sound amplification may not be used in the Speaker's Circle.
    3. Individuals are expected to keep their voices at a reasonable speaking level. If the Event and Conference Services staff receives complaints of loud and boisterous conduct on the part of the speaker(s), those individuals will be asked to end their presentation and leave the area.
    4. Speakers are expected to observe the time frame allotted them.
  3. Solicitation
    The solicitation of individuals for the purpose of selling goods or services must be arranged through the facility reservationist (Suite 212, University Union). Materials may be distributed only from the tables or other designated areas on the University Union patios and in the lower lobby of the University Union. Representatives may not approach persons individually for the purpose of direct distribution or solicitation. The solicitation of signatures is expressly prohibited on the Towson University campus.
    It is anticipated that representatives will respect these standards. If a representative is unable or unwilling to do so, the University Police may request that he/she leave the campus.
