The Towson Learning Network (TLN) works in partnership with the Baltimore County Public Schools (BCPS) to provide programs and courses that focus on the goals of the school system and the professional development needs of employees. Courses are offered in local BCPS schools at reduced tuition rates.
The following cohort programs are offered:
Towson University also partners with BCPS to offer cohort programs for currently certified or licensed education professionals who aspire to become educational leaders and administrators at local and state levels and who seek Administrator I certification. These programs include a master's degree (M.S.) in Human Resource Development / Educational Leadership Track and the Certificate of Advanced Study (CAS) in Organizational Change, a 18-credit-hour post-master's degree program. Both of these programs are Maryland State Department of Education (MSDE)-approved.
Information sessions for cohort programs are held jointly by Towson University and Baltimore County Public Schools prior to the start of any cohort. These sessions, which are publicized by BCPS, include information on the admissions and registration process as well as information on tuition and reimbursement.
Admission to Graduate Programs
Students who wish to enroll in a master’s degree program and who have not attended the Towson University Graduate School for one year must complete a Graduate Application and submit any additional materials required by the specific program to the Towson University Admissions Office.
Students interested in applying to a cohort program should use the Towson Learning Network graduate application.
If the school system has entered into a "direct-bill" agreement with Towson
University, the school system will be billed for tuition costs associated with
the cohort programs; however, students accepted into a cohort program are
responsible for a non-refundable, non-reimburseable contract fee. In some
circumstances students may receive a tuition bill from the Bursar’s Office. This
bill must be paid by the due date. Unpaid bills will be assessed late fees and
after 90 days will be sent to a collection agency. Students may seek
reimbursement directly from their school system.
• The school system will not pay for tuition if students receive a grade that does not meet the school system’s reimbursement requirements, if they receive a grade of I (incomplete) FX. In these cases, students will be responsible for the non-refundable, non-reimbursable closed contract fee and tuition.
• The school system will not pay tuition if students exceed their reimbursable credit limit. Students who exceed their school system’s reimbursable credit limit are responsible for the closed contract fee and reduced tuition.
• If a school or school system does not have a "direct-bill" agreement with Towson University, students’ tuition will not be paid by that school system, and the students are responsible for the closed contract fee and tuition.
• Tuition and processing fees are subject to increase. Students will be billed directly for the non-refundable, non-reimbursable processing fees by the Bursar’s Office for each course in which they are registered. A late fee will be assessed if the bill is not paid by the due date.
Students who need copies of grades and transcripts for reimbursement purposes may receive them through Towson Online Services. Requests for official transcripts are handled through the Registrar’s Office.
