Southern Maryland Higher Education Center

The Towson Learning Network (TLN) works in partnership with the Charles County Public Schools (CCPS) to provide programs and courses that focus on the goals of the school system and the professional development needs of employees. We offer Master’s degrees as well as Post-Baccalaureate Certificates (PBC).(A “PBC” is a degree that provides evidence of expertise in an area but requires about half the credits that a Master’s degree does.Typically, the tuition for these cohort programs is billed directly to the school system and students pay only a nominal processing fee for each course. This fee is non-refundable and non-reimbursable. The following cohort programs are offered at the Southern Maryland Higher Education Center:

Admission to Graduate Programs

Students who are interested in applying for cohort programs in regional locations use the Towson Learning Network Graduate Application. Application instructions are sent out by TLN after the school system partnership agreements are finalized.

Tuition, Reimbursement and Fees

The school system will typically be billed for tuition costs associated with the cohort programs; however, students accepted into a cohort program are responsible for a non-refundable, non-reimburseable contract fee. In some circumstances students may receive a tuition bill from the Bursar’s Office. This bill must be paid by the due date. Unpaid bills will be assessed late fees and after 90 days will be sent to a collection agency. Students may seek reimbursement directly from their school system.

• The school system will not pay for tuition if students receive a grade that does not meet the school system’s reimbursement requirements, if they receive a grade of I (incomplete) or FX. In these cases, students will be responsible for the non-refundable, non-reimbursable closed contract fee and tuition.

• The school system will not pay tuition if students exceed their reimbursable credit limit. Students who exceed their school system’s reimbursable credit limit are responsible for the closed contract fee and reduced tuition.

• If a school or school system does not have a partnership agreement with Towson University, students’ tuition will not be paid by that school system, and the students are responsible for the closed contract fee and tuition.

• Tuition and closed contract fees are subject to increase. Students will be billed directly for non-refundable, non-reimbursable processing fees by the Bursar’s Office for each course in which they are registered. A late fee will be assessed if the bill is not paid by the due date.

Grades and Transcripts

Students who need copies of grades and transcripts for reimbursement purposes may receive them through Towson Online Services. Requests for official transcripts are handled through the Registrar’s Office.

Students who register for a course that will be held at Towson University or the Southern Maryland Higher Education Center will need to submit immunization paperwork. Immunization forms may be obtained online. Please contact Dowell Health Center at 410-704-2466 for additional information.
