Joseph Oster

Vice President of Administration & Finance and CFO, Towson University.

Joe Oster is the Vice President of the Administration and Finance Division and the Chief Fiscal Officer at Towson University. He oversees the management of the university’s $443 Million operating budget and supervises the business practices that support and ensure the university’s ability to serve and educate students, faculty, staff and the TU community. The Administration and Finance division includes the Office of Public Safety and TUPD, Human Resources, Office of Technology Services (OTS), Auxiliary Services, Fiscal Planning and Services, and Facilities Management.

Previously, Mr. Oster served as the Associate Vice President for Auxiliary Services at Towson University for 16 years where he oversaw a budget of approximately $55 million and provided leadership and direction to Dining Services, University Store, Parking and Transportation Services, Printing Services, Mail Services, Auxiliary Business Office and OneCard, Event and Conference Services, University Child Care Center and the Towson University Marriott Conference Hotel.

Prior to arriving at Towson University, Mr. Oster spent 22 years at UCLA in a variety of positions—including Business Enterprises and the Associated Students (ASUCLA)

Mr. Oster earned his BA and MBA at UCLA.
