Phil joined the Center for GIS (CGIS) in 2013. His work includes the development and maintenance of GIS-based web applications. Recent projects include working with the programming team to create the Maryland Defense Network, a web application that allows users to explore the impact of Department of Defense spending in Maryland. Phil also works to implement updates and improvements to the Maryland Transit Administration’s (MTA) TIGERS mapping application, which supports MTA’s environmental compliance efforts.


Phil holds a M.A. and a B.A. in geography and environmental planning and a B.S. in electronic media and film from Towson University.


This Orioles fan enjoys playing board games with his wife. He also has a pet guinea pig and cat.
