Citation Appeals
Anyone receiving a parking citation on Towson University's campus may file an appeal. Citations may be appealed to either the TU Administration or to the Baltimore County District Court of Maryland. Choosing one type of appeal forfeits your right to the other.
Types of Appeals
Administrative – TU Written Appeal reviewed by University Officials
Fill out online appeal through eParking or return the citation to the address on the envelope with the following:
- Information on front and back completed and signed.
- BOTH the Review Request and Towson University review boxes checked.
- Appeals can take up to 25 business days to process.
- The appeal result will be sent to either the email or mailing address provided.
- Results of the appeal are final.
District Court – Oral Hearing with a Baltimore County District Court of Maryland Judge
District Court will notified those whose District Court requests were received directly for court hearing updates.
Fill out online appeal through eParking or return the citation to the address on the envelope with the following:

Information on front and back completed and signed.
- BOTH the Review Request and District Court of MD review boxes checked.
- District Court will send notification regarding day and time of the hearing to the address provided.
- All further communication regarding the appeal will come from District Court.
- Results of appeal are final.
How to File an Online Appeal
TU Faculty, Staff, Students:
Go to Parking and click on the eParking link. Log into your account using your TU NetID and password. (Do not create a guest account.) Click the "Appeal Citation"hyperlink and follow the prompts to submit the appeal.
Visitors:
Go to Parking and click on the eParking link. Click the "Sign Up" hyperlink (top right corner of the page). Follow the prompts to create a guest account. Once in the Guest Account, click the "Appeal Citations" hyperlink. Follow the prompts to submit the appeal request.
