Student Permit Types, Rates & Purchases

Students must have registered for classes and have their housing assignment (if applicable) before purchasing a parking permit.

New for 2017/2018: Annual and Semester student parking permits may be paid for through your Bursar Account.  This option will be available from July 31, 2017 through February 28, 2018.  After this time frame, permits may still be purchased, however another  payment method must be chosen.

Parking permits for students for Fall, 2017/Spring 2018 go on sale Monday, July 31, 2017 at 9:00 a.m.  Permits became active on August 14, 2017.  Permits may be purchased online through eParking using credit/debit card, Bursar Account (for Annual or Semester permits only from July 31, 2017 through February 28, 2018) or C.O.D.  If C.O.D. is chosen, the permit must be paid for in full within 5 business days at Auxiliary Service Business Office (ASBO), located in the lower level of the university Union.  Permits may also be purchased with cash, check or One Card Retail Points in person at ASBO.

Minimester Permits - Students may purchase a fall term permit at the prorated amount.

Summer Permits - Students may purchase an annual permit at the prorated amount.

Motorcycle Permits - If only vehicle, 1/2 the applicable permit rate.  If second vehicle, linked to primary permit.  These permits must be obtained in person at the Auxiliary Services Business Office.  Resident students are not permitted to have a second vehicle on campus.

*Note: Annual permits will be sold at a prorated amount for the spring term.  Permits are prorated on a weekly basis.  As such, students who purchase their permits in December for the spring will pay a higher rate than those who choose to wait and purchase their permit in January, just prior to the start of the spring term. 

**Weekly and Monthly parking permits are only valid in the Overflow areas at the Towson Center before 3:00 p.m.  After 3:00 p.m., they are also valid in Commuter spaces.  These permits are not refundable and are not valid in the Overflow areas of West Village Garage.

Graduate Assistant Permit Rates

Students must have a full-time, 20 hour graduate assistantship or two 10 hour assistantships to apply for a Faculty/Staff permit.  Upon verification of the graduate assistant's status, they are eligible to purchase a Faculty/Staff permit at the lowest Faculty/Staff rate.  Please see rates in Faculty/Staff section

Parking permits are sold on a prorated basis.

Freshman/Overflow Commuters (30 Credits or Less)

  • A Freshman commuter is any student with 30 or less credits who is not assigned housing on University property.  These students are only eligible to purchase an Overflow or Evening parking permit.
  • Overflow/Freshman Commuter permit holders are eligible to park in the following locations:  lots near SECU Arena and Johnny Unitas Stadium, designated areas of the West Village Garage where the sign says "All TU Permits Valid", Commuter spaces after 3:00 p.m., Faculty/Staff spaces after the hours of restriction.
  • Before 3pm Monday-Friday, Overflow/Freshman permits are NOT valid on the core campus:  Glen Garage, Towsontown, Garage, Union Garage.
  • Evening Permits are NOT valid anywhere on campus until after 3:00 p.m. Monday-Friday.  Students who need to park on campus before 3:00 p.m. will need to purchase a visitor permit from one of the yellow paystations located throughout the campus and park in a designated Visitor or Overflow parking area.
  • Log into your eParking account to buy permits online, add vehicles, appeal or pay citations.
  • Parking Lots and Spaces (PDF)
  • Permits are not required in most locations from 3:00 p.m. Friday to 6:00 a.m. Monday or when the university is officially closed for a holiday or inclement weather.

Freshman Residents (30 Credits or Less)

  • Freshman Resident students are restricted from purchasing a parking permit or having a car on campus until they have earned 30 credits.  Limited exceptions with documentation may be granted for extenuating circumstances.  Please log into your eParking account and click on the Freshman Resident Exception Request tab in the lower right corner.  You will also need to fill out and submit the General Application and one of the sub-applications below and upload through eParking.  You will be contacted with the results of your request.

  • Change in Student Status: Freshman Resident students who move off campus may purchase a Freshman Commuter/Overflow permit.

Non Freshman Commuters (30 credits or More)

  • A Non-Freshman commuter is any student with 30 or more credits who is not assigned housing on University property.  This includes students who live in off-campus housing in the surrounding area.  These students are eligible to purchase a Commuter, Evening or Overflow permit.  Those with Commuter permits may park on the core campus in any Commuter area at all times.  Evening permits may only park after 3:00 p.m. Monday through Friday.  Parking & Transportation Services must be notified by Enrollment Services for class registration before a parking permit may be purchased.
  • Commuter parking spaces are located in:  Glen Garage, Towsontown Garage, Union Garage.
  • Overflow parking is available in designated areas of the West Village Garage and the lots near SECU Arena and Johnny Unitas Stadium that say "ALL TU Permits Valid".
  • Evening permits are valid in Commuter and Overflow spaces after 3:00 p.m. and Faculty/Staff spaces after the hours of restriction.
  • Log into your eParking account to buy permits online, add vehicles, appeal or pay citations.
  • Parking Lots and Spaces (PDF)
  • Non-Degree Seeking Students:  A Non-Degree Seeking Students is only eligible to purchase an Overflow or Evening Permit.  Before 3:00 p.m., Overflow permits are only valid for areas with the sign that says "ALL TU Permits Valid".  These areas are located in designated areas of the West Village Garage and the lots near SECU Arena and Johnny Unitas Stadium. 

  • Special Programs:  Those associated with some Special Programs are eligible to purchase Overflow or Evening Permits only.  Individuals should check with their specific Program Administrator to determine what type of permit they are eligible to purchase.
  • All permit holders may park in Commuter spaces after 3:00 p.m. and in Faculty/Staff spaces after the hours of restriction.
  • Evening Students:  Commuter students who only need to park on campus after 3:00 p.m. may purchase an Evening Permit.  Evening permits are valid in any Commuter or Overflow area after 3:00 p.m. and Faculty/Staff areas after the hours of restriction.  These permits are not valid anywhere on campus until 3:00 p.m. Monday-Friday.  Evening Permit holders who need to park on campus before 3:00 p.m. will need to purchase a visitor permit from one of the yellow paystations located throughout the campus and park in a designated Visitor or Overflow area.

Non-Freshman Residents (30 Credits or More)

  • A Non-Freshman Resident is any student with more than 30 credits who is assigned housing on University property.  A limited number of Resident spaces are available and are sold on a first come, first serve basis.
  • Buy your permit as soon as you receive your schedule and housing assignment!  If space in your preferred lot is sold out, you can sign up for the Wait List through your eParking account.  Having a space on the wait list does not guarantee that a parking permit will become available for you.  An Annual West Village Resident permit can be purchased while on the wait list for your first choice.
  • Enforcement of Resident Lots is 24/7 while the University is in session.
  • Designated Resident Lots – Glen Towers:  Lot 26 (located between Glen Towers and Glen Garage, North Campus and all Core Campus except Glen Towers:  Lot 7 of the Towsontown Garage, Millennium Hall: Issued directly by Millennium Hall Management (their parking policies are strictly enforced), West Village:  Designated sections of the West Village Garage.  West Village Resident permit holders may not park in the Overflow sections of the West Village Garage that say "All TU Permits are Valid" Monday - Friday until after 3:00 p.m.
  • All Resident Permits are valid in Commuter spaces after 3:00 p.m. and in Faculty/Staff spaces after the hours of restriction.
  • Log into your eParking account to buy permits online, add vehicles, appeal or pay citations.
  • Parking Lots and Spaces (PDF)
  • Change in Student Status:  Resident students who move off campus or no longer need their permit must exchange their resident permit for a Commuter/Overflow permit or cancel it for a prorated refund.  Permit exchanges must be done in person at Auxiliary Services Business Office (ASBO). Refunds are not issued after the last business day of March.
