Pre-Award Proposal Development & Submission

Pre-Award provides comprehensive support to those seeking funding for research and other sponsored projects from both government and private sponsors. 

Pre-Award Services

  • Project development and identification of funding opportunities
  • Customized proposal and budget development based on the investigator’s and project's unique needs
  • Expeditious management of proposal routing and submissions
  • Form/supplementary document coordination or completion
  • Coordination with TU Foundation when necessary
  • New award review and negotiation: Pre-Award reviews all new award agreements before they can be accepted by Towson University. In some cases, we must negotiate the agreement’s terms with the funder. Until Pre-Award confirms that the agreement has been successfully negotiated and accepted, please refrain from publicly announcing or publicizing the award.

Proposal Submission Resources

  • Consult Preliminary Planning for initial considerations before beginning the grant-writing process and/or notifying OSPR of planned submission. 
  • Review Proposal Development for an overview of the proposal writing process including a list of common components.
  • Check out Budget Development for a more detailed look at common budget categories and how to ensure that they adhere to both grantor requirements and TU policies.
  • Consult Routing and Submission to understand the institutional requirements that must be followed before a proposal is sent to the sponsor.

Faculty Candidate Sessions

To schedule a 30-minute session with OSPR for your department’s interviews with faculty candidates, please email with your requested dates and times. All meetings must occur in OSPR offices in the Administration Building or remotely between the hours of 9 am to 2:30 pm.
