Commuter Students

Below are the types of permits available to commuter students and the associated parking restrictions. Permits are not required in most locations from Friday at 3 p.m. to Monday at 6 a.m., or when the university is officially closed for a holiday or inclement weather.

Commuter Parking Permit

Commuter permits are available to students who have earned more than 30 credits who are not living in campus residence halls on university property, whether the building is managed by the university or an outside company.  Golden ID students are also eligible to purchase a commuter permit, but will not receive a discount on this permit type.

Commuter permits are valid in core campus “commuter” and “overflow” parking areas at all times, and in “faculty/staff” areas outside the restricted hours posted on signage. General services and public safety areas are restricted at all times.

FreshmAn Commuters (30 crediTs or Less)

Freshman commuters with fewer than 30 credits may only purchase Overflow or Evening permits.

Non-Degree AND OTHER Commuters

Non-degree seeking students as well as other select groups of  commuter students may only purchase Overflow or Evening permits.

Overflow Parking Permit

Annual overflow permits are available to students with less than 30 credits who are not living in campus residence halls, including those managed by outside contractors. Some non-degree seeking students who are officially part of the IIR, joint academic program, or Golden ID students may purchase an overflow permit at a reduced rate. Retirees and alumni with no other campus affiliation may also purchase an overflow permit.

Overflow permits are valid at all times near SECU Area, Johnny Unitas Stadium, the Towson Center lots, and in designated areas of the West Village garage where signs state “All TU Permits Valid in This Area.” After 3 p.m., overflow permits are valid in posted commuter areas. Overflow permits are valid in “faculty/staff” areas after 5 p.m. and on weekends, as posted on signage.

Evening Parking Permit

Evening permits are available to students who are not living in the campus residence halls, including those managed by an outside company such as Millennium Hall, Tubman, Paca, Barton, Douglass Houses, Carroll and Marshall Houses.

Evening permits are only valid after 3 p.m. in “commuter” areas, all “overflow” parking areas as posted, and in “faculty/staff” areas after the restricted hours posted on signage. If an evening permit holder needs to park on campus before 3 p.m., they need to purchase a Visitor’s parking permit from the visitor paystation and park in a designated visitor or overflow area. An evening permit is NOT valid in visitor spaces at any time.

Towson Center Weekly and Monthly Parking Permit

Weekly and monthly Towson Center permits are available to any student not living in campus residence halls, including those managed by outside contractors.

Weekly and monthly permits are only valid in the Towson Center lots, except for 21a where the signs state “All TU Permits valid in this area.” Weekly and monthly permits are not valid in the overflow areas of the West Village Garage. These permits are also valid in “commuter” areas after 3 p.m. and in “faculty/staff” areas outside the restricted hours posted on signage.
